digging into RDF

i;m jumping ahead just a bit on my 2008 goal of groking the 'Semantic Web.' while reading some of the W3C docs on the subject of OWL, this line jumped out at me:
RDF is a datamodel for objects ("resources") and relations between them, provides a simple semantics for this datamodel, and these datamodels can be represented in an XML syntax.
so, it might be true that each 'resource' identified in an RDF document would have a URL (dereferencable) and - therefore - represent an actual document on the web.
i think this is only partly true as the URL itself is all that is needed for RDF purposes. however, it does give me something to 'hang my hat' on when trying to understand things.
